William A. Fischel Ph.D. is a professor of economics at Dartmouth College in Hanover, New Hampshire.

For a century, zoning has been a useful and popular institution, enabling cities to chart their own course and homeowners to protect their main investment and provide safe neighborhoods. But as real estate prices have soared in recent years concern about home values has created barriers to growth -- contributing to suburban sprawl, entrenching income and racial segregation, and slowing economic growth.
